    Abstract

    This research report will investigate how local authorities have taken on board the issues of sutainability and climate change and explore how they have responded to targets set by Agenda 21 and the Kyoto Protocol. The literature reveiw will explore what the Kyoto Protocol entailed for local authorities and follow through the different stages that were consequential to the targets set by Agenda 21. It will also review a number of case studies that are described as bench marks in the battle against climate change and describe in detail what they are accomplishing. Other case study examples demonstrate successful sustainable schemes. A mixture of qualitative and quantitative methods have been utilised to demonstrate carbon footprints and the opinions of a number of local authorities on sustainablility. Data assessed within the literature review was used to demonstrate the different variances between local authorities. Qualitative and quantitative data was then collated from a number of local authorities through the means of a questionnaire. The results showed a clear need for an inter-authority support system.
