    Abstract

    The overall aim is to analyse how and why Dubai has developed in comparison with Yemen, particularly, in the real estate sector. A new strategy 2025 of the Republic of Yemen was adopted to diversify resources, create more job opportunities and increase income by attracting more investment into the country. Also, Investment Law No.22 was altered in 2002. As a result, a number of investments were made into the country especially real estate investments. It is important for the Republic of Yemen to study other experience to avoid problems and obstacles that faced Dubai in the beginning. Quantitative methods demonstrated the growth, population, contribution of construction sector into the GDP in both countries and have demonstrated the reasons why Dubai developed faster than Yemen. As a result it can be seen that Dubai real estate developed because of the government’s diversification strategy for income, development of the real estate sector, high income per head, less population, it is an attractive tourist destination and property law in Dubai gave the right for foreigners to own property. All of these reason and others such as more favourable international investment factors helped Dubai to develop faster than the Republic of Yemen.
