    Abstract

    The Common Agricultural Policy (CAP) of the European Union has been much criticised since its inception in the Treaty of Rome in 1957. It has since been remodelled and reformed to meet the requirements of the evolving European Union, such as the integration of environmental protection requirements across all policies. The objective of this dissertation is to discuss critically whether such a requirement has been achieved in the CAP. The argument pursued is that the policy has failed to successfully integrate the Treaty requirement. As a response the CAP must be developed into a Rural Development Programme to be implemented at the time of the overall budget review of the European Union in 2013. The argument is supported through an examination of the Treaties of the European Community/European Union where the principle of integration of environmental requirements was introduced in 1987 through the Single European Act. There is a critical analysis of the Common Agricultural Policy and its long history of reform and the attempts at integrating the environmental requirements. A particular emphasis is put on the external pressure that the Common Agricultural Policy faces from the World Trade Organisation in addition to the European Union‟s internal pressures. Finally the position of the Commission on the Common Agricultural Policy post 2013 is demonstrated in order to validate the argument that rural development policy must be prioritised and become the focus.
