    Abstract

This report aims to gather the perspectives of the government, developers and homeowners on highly energy efficient dwellings and determine whether sufficient actions are being taken to promote energy efficiency in new and old houses. It will explore the routes by which the government has promoted energy efficiency and investigate the incentives and subsidies implemented in relation to energy efficiency in both new and existing dwellings, and determine whether developing above standards set in part 'L' of the building regulations provides financial returns. It will conclude through questionnaires both the homeowner and developers perceptions of energy efficiency in housing.
