    Abstract

    Second generation Shoreline Management Plans [SMPs] were introduced by the Department for Environment, Food and Rural Affairs [Defra] in 2002 as a more strategic and integrated shoreline management document than the original launched in 1995. Shoreline management is a contemporary concept emerging from the historic unsustainable focus on hard engineered coastal defences. In order to understand SMPs, their added value and how they may be improved, it is first essential to critically review the natural hazard paradigm, coastal defence, statutory legislation, policy and issues surrounding shoreline management in England and Wales and identify other non-statutory plans and their impact and or effect on SMPs. This critical review of literature was used as a framework for case study analysis in order to examine second generation SMPs in England and Wales. The three pilot SMPs produced by South-East Coastal Group, Anglian Coastal Authorities Group and South Downs Coastal Group have been explored using mixed methods of postal questionnaires and semi-structured interviews. The research findings were then compiled and examined so as to identify issues carried forward from the original plans and produce a series of implications and recommendations for the future development of SMPs. It was found that some of the issues reviewed post-SMP1 were believed to be resolved for the future SMP process, however there were also concerns identified that need to be evaluated and resolved by those involved in the process at both operational and high-level management, prior to the next generation SMP. To conclude the study, a series of recommendations and implications were produced.
