    Abstract

    This research project will assess how the Welsh Assembly Government can ensure that NHS Continuing Healthcare commissioned on behalf of patients in North Wales Nursing Homes (represented from 1st October 2009 by the North Wales Betsi Cadwaladr University Local Health Board) are not lost to fraud. Private health care has grown substantially, and in particular in the continuing health care sector. This paper is a review of the Conwy Local Health Board (CLHB) and Denbighshire Local Health Boards (DLHB) and the processes by which One to One Observational Care services are commissioned and how the delivery of such services are verified and inspected. The rise in private health care in nursing homes drawing on international research was examined, the methodology approach undertaken assessed, the research findings discussed and analysed and recommendations made to counter fraud in the continuing care in nursing homes.
