    Abstract

    This dissertation investigates those children and young people who sexually abuse others, so that it may be determined whether they are victims of their circumstances, or are simply "bad kids". Using relevant secondary data from the UK and further a field this study explores the scope of and explanations as to this sexually abusive behaviour in children and young people; this will inevitably affect how they are perceived and responded to in both the public and professional arenas, and how this perception impacts upon the terms used to define this area of work. It is argued that children and young people who sexually abuse are victims of their circumstances, and as such should be afforded some level of leniency and understanding in dealings with professionals. It was found that basic definitions are lacking, which impacts upon understanding and responses at every stage of work with this group, with behaviours being mis-interpreted. Research in this area is still in its infancy, and as such professionals are often confused as to what is best practice in work with children and young people who sexually abuse; this can cause some tension between the criminal justice and child welfare arenas. Research is needed at every stage of this work, which can then pave the way for highly trained, specialist workers in readily available, independently evaluated services.
