    Abstract

This project analyses the creation of the European Higher Education Area (EHEA) through the convergence of the Bologna Process and the ‘Lifelong Learning’ strand of the Lisbon strategy. The 2009 ratification of the Lisbon Treaty gave fresh impetus to the Lifelong Learning Programme (LLP) and, more recently still, the European Union’s (EU) '2020' programme announced specific targets for Higher Education (HE) by that year. It is considered, therefore, that by investigating the processes through which the EU has gradually expanded its role in this policy area, the dissertation addresses an issue of contemporary relevance.
