    Abstract

    This project provides an impartial examination of the views of various interested parties on the effectiveness of the planning system and whether affordable housing guidance, in the form of Planning Policy Statement 3: Housing, positively or adversely affects the private developer in their effectiveness to produce a development. Secondary research was carried out, highlighting the need for the collection of primary data to satisfy the aim of the research project. Hypotheses were developed based upon the findings of the secondary research. These hypotheses were used to predict the findings of the primary research. The primary research was gathered through the application of a structured interview conducted on a sample of developers and planning officers. These responses were analysed and independent conclusions were drawn. The findings of this research project show that developers believe that Planning Policy Statement 3 affects their ability to produce the overall housing supply due to the inconsistent approach and interpretation of affordable housing provision and the procedural changes found within it.
