    Abstract

    This dissertation uses the case study of the Wakatobi Marine National Park to demonstrate the issues faced by management over marine resources. Research explores constitutional reform that Indonesia has been subject to in this Reform era, and the implications of this as a precursor for co-management initiatives in the region. Resource users from ethnic groups in the park are surveyed to analyze their capacity to collaborate together and in conjunction with local government. User attitudes to management and resources are paramount to new management initiatives with their full support required for success.
