    Abstract

    The pressure for cost reduction through greater efficiency is driving the growth in warehouse size and with it an increased use of Steel Static Pallet Racking (SSPR). Warehouse managers are pressed to choose the most effective risk reduction measures that return the greatest cost benefit and those selecting devices to mitigate the collapse of SSPR are challenged by United Kingdom legislation to apply a judgement to the balance of risk versus cost, time, effort and trouble (Edwards v National Coal Board [1949] All ER 743 (CA)); however managers require information on the efficacy of available control measures so that unnecessary cost is avoided. In the United Kingdom the Health and Safety Executive states that what enforcement officers consider as good practice is arrived at by consensus with enforcement officers who observe the controls being used in industry and, with industry stakeholders (“ALARP at a glance”, n.d.). Without empirical data to assist this process poor judgement could result and catastrophic SSPR collapses and injuries could occur. Many instances of SSPR collapse are to be found simply by searching through popular Internet video sites. A review of literature was carried out, online and telephone surveys were conducted, and a focus group was developed and executed to collect warehouse managers' knowledge on the efficacy and cost benefit of installing SSPR protection devices. This research also investigates the utilisation of other control measures. This study seeks to identify and analyse managers’ perceptions on what best practice is. It concludes that whilst the use of SSPR protection devices in warehousing is prevalent it is not homogeneous. The benefits of installing such devices is widely acknowledged and although seen as a significant control measure they should not be relied upon as the sole
    tool for risk mitigation – but form a part of a package of measures within an SSPR management system.
